The presidential decree states: "In accordance with paragraph 1 of Article 24 of the Federal Law No. 114-FZ of August 15, 1996, 'The Law on the Entry and Exit Regime of the Russian Federation,' I hereby order: Before September 14, 2026 (including that day), in accordance with the principle of reciprocity, citizens of the People's Republic of China may travel to the Russian Federation without a visa with a regular passport as a tourist or for business purposes, for sightseeing, participation in scientific, cultural, social and political, economic, sports activities, as well as transit and departure, and stay in Russia for no more than 30 days."

The report stated that persons coming to Russia for study, work, and journalistic reporting still need to apply for a visa. The decree took effect on the day it was signed, December 1.

On September 2 this year, the Chinese Foreign Ministry announced that from September 15, 2025, to September 14, 2026, Russian citizens with regular passports who come to China for business, tourism, visiting relatives, exchanges, and transit for no more than 30 days may enter China without a visa. Persons who do not meet the conditions for visa exemption still need to obtain a Chinese visa before entry.
