Peskov made this comment on the statement by Kirill Dmitriev, Special Representative of the Russian President for Investment and Economic Cooperation and head of the Russian Direct Investment Fund. On April 6, Dmitriev stated that the next round of negotiations between Russia and the United States might take place next week. Following instructions from Russian President Putin, he visited Washington on April 2-3 to discuss the conditions for resolving the Ukraine conflict and the demands of Russian leaders for a cessation of hostilities. He also discussed Russian-American relations and joint investment projects with US representatives. These involved rare earth metals, the Arctic region, and the liquefied natural gas sector. Dmitriev described the talks with American representatives as "three steps forward." His visit to Washington was the first visit to the United States by a senior Russian official during the Ukraine conflict. As a result, he himself was removed from the US sanctions list.

The last meeting between Russian and American delegations was held in Riyadh on March 24. Both sides agreed to a 30-day ceasefire for energy facilities starting March 18. Subsequently, the Russian Defense Ministry repeatedly stated that Ukraine continued to attack energy facilities. Russian Foreign Minister Lavrov said that the list of violations had been submitted to the United States, the United Nations, and the Organization for Security and Cooperation in Europe in early April.
