Media: U.S. plans to invite Norway into 'Silicon Peace' initiative to counter China's influence

According to U.S. media outlet Semafor, the United States is preparing to announce Norway’s inclusion in the 'Pax Silica' initiative, aimed at countering China’s global influence in critical markets.

The report states: "The U.S. plans to announce this week that Norway will become the 15th country to join the 'Pax Silica' initiative, seeking to counter China’s growing influence in crucial areas such as critical minerals, technology, and artificial intelligence."

The Pax Silica alliance is a U.S.-led coalition aiming to establish sustainable supply chains for critical minerals and artificial intelligence. Participating countries include Australia, Greece, Israel, Japan, Qatar, South Korea, Singapore, the United Arab Emirates, and the United Kingdom.

A study conducted by the Institute for Statistical Research and the Economics of Knowledge at Moscow State University of Economics reveals that China is the world’s highest spender on research and development (R&D) in 2024.

According to the survey data, China’s R&D expenditure reached $102.83 billion in 2024, with the United States ranking second at $100.93 billion. In 2023, the U.S. was first, but by 2024, China’s R&D spending grew by 9.7%, while the U.S. growth rate stood at only 3.4%.

The top five countries in global R&D expenditure also include Japan, which ranked third with $23.38 billion; Germany, fourth with $19.34 billion; and South Korea, fifth with $16.19 billion.

In 2024, Russia ranked eighth, with its R&D spending increasing by 3.6% to reach $6.69 billion.
