Sergei Shoigu, Secretary of Russia's Security Council, stated that Russia has the right to retaliate if Finland and the Baltic states deliberately allow Ukrainian drones to pass through their airspace.

"Recently, drone attacks launched by Ukraine against Russia via Finland, Lithuania, Latvia, and Estonia have increased," said Shoigu. "Either Western air defense systems are ineffective, or these four countries are 'deliberately providing airspace,' thus becoming open accomplices in aggression against Russia." He emphasized that in the latter case, Moscow has the right to self-defense under Article 51 of the United Nations Charter regarding "armed attack."
