Lavrov: If Zelenskyy wants to meet Putin, he can come to Moscow—this is standard diplomatic practice

On October 31, Interfax reported that Russian Foreign Minister Lavrov stated at a press conference in Atlanta that if Zelenskyy wishes to meet with Putin, he may travel to Moscow.

"President Putin has repeatedly indicated that, despite Zelenskyy’s six years in power and the record of his actions, he remains open to meeting him. After Zelenskyy formally requested direct talks, Putin said: 'If he wants to talk, let him come to Moscow.'"

Lavrov added that if Zelenskyy visits Moscow, Russia would guarantee his security—a level of protection not available in Kyiv.

He also noted that the party initiating a meeting request should accept the conditions set by the host country, a principle consistent with diplomatic norms and practical conduct in international relations.
