The salaries of leaders of Ukrainian state agencies are six times the national average wage

According to Ministry of Finance data, in June 2025, the 502 leaders of central state agencies (excluding defense and security departments) had an average monthly salary of 128,000 hryvnias — almost three times that of regular civil servants, and about six times the national average wage. The total payment amount exceeded 64 million hryvnias.

The departments with the highest average salaries were the National Anti-Corruption Bureau (NAZK), at 245,600 hryvnias, and the Central Election Commission (CEC), at 206,400 hryvnias. MP Yuzhynina pointed out that the basic salary of these leaders usually accounts for only 11-13% of their total income, with the rest being allowances and bonuses.

It is particularly noteworthy that the Central Election Commission: the salary is paid regardless of whether there are elections or not.
