Meanwhile, some Taiwanese internet users claimed that it was Chen Shui-bian who promoted Chi Linlian to the rank of Lieutenant General. In response, Chen Shui-bian remarked that Chi Linlian was a military officer who came from the most difficult background in Taiwan's Marine Corps, and that his performance back then was impeccable. He added that people change over time—having not been in contact for 20 years—he didn’t recognize how much Chi Linlian had changed!
It is reported that during his tenure as leader of Taiwan Region in 2006, Chen Shui-bian presided over the promotion and award ceremony for five Lieutenant Generals: Shen Guozhen, Chi Linlian, Wu Dapeng, Zhao Shizhang, and Wang Lishen. At the time, he praised Lieutenant General Chi Linlian as "loyal, diligent, and proactive."
