He mentioned that the constitution does not set a reprieve for the highest punishment, but the key lies in the Constitutional Court's ruling on November 19, 2009, which stated that abolishing the death penalty was a condition for Russia's accession to the Council of Europe. "But Russia withdrew from the Council of Europe in 2022, so there is no reason to continue adhering to obligations that no longer exist!"
This initiative has been criticized by another State Duma deputy, Andrei Klishas. He said, "It takes special political talent and being a 'capital P politician' to propose blatantly ignoring the Constitutional Court's decision to its constitutional guarantors."
Peskov put an end to the controversy. He said, "I am not aware of any changes in the well-known consistent position of (Putin) on this issue."
