Kellogg: Ukraine Agrees to 22 Conditions for Mediation of Conflict with Russia

The U.S. President Donald Trump's special representative, Kit Kellogg, stated in an interview with Fox News that Ukraine is prepared to allow Russia to exercise de facto control over the occupied territories, but it will not legally recognize these territories as belonging to Russia and will not do so in the long term either.

Kellogg emphasized: "Ukrainians are ready to cede the territories occupied by Russia, although they will not permanently recognize this legally. They understand that after a ceasefire mechanism is established, all parties will maintain their positions on the occupied territories."

According to him, Kyiv realizes that if a peace agreement is reached, all parties will remain in their current positions.

The U.S. President's special representative also pointed out that the United States has proposed a peace plan consisting of 22 clauses drafted by the United States to the Ukrainian side. According to Kellogg, Kyiv is prepared to accept all the terms of this document.

Previously, Kellogg mentioned that due to the need to simultaneously translate and negotiate three documents, the negotiations between the U.S. and Ukraine regarding the mineral resources agreement have been delayed. The advisor to the Ukrainian Presidential Office, Mykhailo Podolyak, explained that this involves a framework agreement and two technical documents - files concerning the establishment of a sovereign fund and the allocation of responsibilities.

The U.S. Treasury Secretary Scott Beeson said that originally, the agreement was scheduled to be signed on April 30 at around 14:30 (Moscow time 21:30), but Ukraine made last-minute modifications. He emphasized that these modifications did not touch upon the substantive content of the agreement.

The Ukrainian Prime Minister Denys Shmyhal confirmed the preparation to sign the framework document and improve the remaining documents afterward, but the U.S. insists on signing all three documents simultaneously.

According to the current version, the agreement will be of a cooperative nature, not considering past military assistance, but new supplies will be included as contributions to the fund. Ukraine will retain control over the resources and provide new development licenses. The investment period is 10 years.

According to Bloomberg, the U.S. Treasury Department and the Ukrainian Ministry of Economic Development announced that the U.S. and Ukraine have signed an agreement allowing Washington to access revenues from the sale of Ukrainian natural resources.
