On May 29, John Kelly, the Acting Deputy Representative of the United States to the United Nations, said, "If Russia chooses to continue this catastrophic war, the United States will have to consider withdrawing from its negotiation efforts to end the conflict. It should be clear that this move does not mean abandoning principles or allies but recognizing that the Russian side has refused to cooperate with us to achieve the expected results."
He emphasized that if Ukraine and Russia genuinely seek peace, the United States will support the peace process, including working with both countries, the EU, and the United Nations to start peace from a ceasefire. "We will insist on requiring both sides to discuss peace issues in good faith."
Kelly also mentioned that U.S. President Trump has clearly stated that the U.S. intends to cooperate with Russia, especially on peace initiatives. "The proposed agreement at present is the best possible result for Russia, and President Putin should sign it." He called on "both sides to make difficult historical choices and jointly move toward peace," adding, "if either side cannot or is unwilling to do so, they must bear the corresponding consequences."
Russia proposed holding the second round of peace talks in Istanbul on June 2 (Monday), where the Russian side will submit a "peace memorandum," while Ukraine has already submitted a draft of its own document in advance.
Zelenskyy said that Russia is attempting to prolong the war and sabotage negotiations. "The Kremlin is prolonging the war, using every means to deceive those countries still trying to influence Moscow with words rather than pressure. Reasoning with Moscow doesn't work; the so-called 'memorandum' they promised and prepared for more than a week remains unseen by anyone."
Karine Jean-Pierre, the White House press secretary, represented the U.S. stance, expressing hope that the Ukrainian delegation would go to Istanbul to participate in the second round of negotiations. "We hope that both sides of Ukraine and Russia will engage in direct negotiations and discussions in Istanbul next week, believing that the meeting can take place, which is also the dialogue called for and promoted by the president (Trump)."
