Bezerte said, "If we set up tariff barriers, the ultimate goal is to bring job opportunities back to the United States. But at the same time, we will collect a lot of tariffs. If we succeed, tariffs will become melting ice blocks to some extent, because when you build manufacturing facilities in the United States, you will earn income, and there should be a certain degree of symmetry between the taxes we start collecting and the new industries generated from wage taxes as tariffs decrease."

Trump hopes to open more markets for American products and transfer manufacturing businesses to the United States through tariff measures. However, the White House is not only focusing on the absolute level of tariffs in other countries but also non-tariff barriers such as currency manipulation, value-added tax in Europe, and other methods that Trump believes harm fair trade.

Bezerte said, "Everything is on the table. Academic literature shows that non-tariff barriers are actually harder to quantify and ... they are more hidden because they are concealed and obscure."
