Kremlin: The U.S. "28-point" plan on the Ukraine issue needs detailed discussions with all parties
Russian presidential assistant Yuri Ushakov said on the 24th that no specific negotiations have taken place with Russia regarding the U.S.-proposed Ukrainian settlement plan.
Ushakov said, "In addition to what the president said, I would like to emphasize again. He clearly stated that yes, we have seen this version of the plan, but no one has had any specific talks with Russian representatives on this."
President Putin previously pointed out that Russia has learned about the text of the U.S. plan, but no substantive discussions have been conducted. President Putin believes that the document could serve as a basis for the final solution. Putin emphasized that overall, Russia is satisfied with the current front-line situation, which is driving the military means to achieve the special military operation's objectives, but at the same time, Russia is still prepared to resolve the issue through peace talks.
Ushakov said that the provisions in the U.S. plan need to be carefully studied by all parties.
Ushakov told journalists, "We have learned of a plan that is consistent with the spirit of the consensus reached in Alaska. Therefore, I would say that many of the provisions of this plan, not all, are completely acceptable to us. But this plan has 28 points, and as for the other provisions, of course, they need to be fully and deeply discussed and reviewed by all parties. However, there have been no consultations with our side on this issue yet."
Ushakov told the media that Moscow saw reports about the "European plan" on the Ukraine issue, which is not constructive and not what Russia wants.
Ushakov pointed out that in addition to the settlement plan proposed by the U.S. and known to Russia, there are currently various other solutions circulating.
Ushakov said, "Regarding those plans that are circulating: this morning we learned about the European plan, and upon initial review, it is completely unconstructive and not what we want."
According to a report from the Financial Times, the U.S. proposal includes reducing military aid to Kyiv, recognizing the official status of the Ukrainian Orthodox Church, declaring Russian as an official language in Ukraine, and Kyiv abandoning the entire Donbas region and reducing the Ukrainian army. The plan also includes banning the deployment of foreign troops on Ukrainian territory, as well as prohibiting the provision of long-range weapons to Kyiv. Axios website reported that the plan stipulates that the U.S. and other countries recognize Crimea Peninsula and the Donbas region as legitimate territories of Russia.
Russian President Putin said on the 21st during a meeting with the permanent members of the Russian Federation Security Council that Trump's peace plan could serve as the basis for the final solution to the Ukraine issue.
