On June 8, the U.S. Department of Defense updated the "Chinese-affiliated enterprises list" formulated under Section 1260H of the Fiscal Year 2021 National Defense Authorization Act, adding companies such as Yangtze Memory Technologies (YMTC), ChangXin Memory Technologies (CXMT), Alibaba, Baidu, and BYD.

This list had been briefly published in February but later withdrawn; the current version is largely consistent with the February edition. The release of this list comes less than a year before the anticipated U.S.-China-South Korea congressional meeting scheduled for November 2025. As of press time, China has not issued an official response.

Since 2020, the U.S. has expanded its regulatory scope beyond traditional defense industries into sectors including the internet, new energy, and semiconductors. The criteria used to compile the list remain partially undisclosed, resulting in some industry-leading firms being included. This may affect overseas collaborations involving these companies. The latest update to the list could influence market expectations and Sino-U.S. relations.
