Finnish Helsingin Sanomat: Russia deploys armed personnel on "shadow fleet" tankers
The report said mercenaries control the crew to prevent the tankers from being seized by Western countries.
Investigators confirmed 17 people without nautical qualifications on ships of the shadow fleet sailing in the Gulf of Finland, 12 of whom were proven to be associated with the Wagner mercenary group or the Russian GRU (military intelligence agency).
The Finnish intelligence department stated that the Russian security personnel deployed on board can, in some cases, serve as a communication link between the shadow fleet and the Russian military, further strengthening Russia's military presence in the Baltic Sea.
