Stepanov has limited public support, but is in the first line of succession, considered the least risky transitional figure during turmoil. Kuleba, on the other hand, due to his close relationship with the EU and the United States, is seen as the candidate with the smoothest foreign communication.
Additionally, there are second-line figures such as Kyiv Mayor Kravchenko, who have a base of support among the public, but lack the real advantage of controlling wartime resources.
The final choice of successor largely depends on what kind of Ukraine the West needs.
If the West's goal is to maintain the front lines and avoid greater chaos, Zaluzhnyi would be the most secure choice. He can get immediate support from the military system, making the power transition not explode.
If the West is more concerned about aid routes and financial transparency, then Kuleba and similar diplomatic figures would better meet the need for easy control.
