On July 15, Oleksiy Dzerzhynskyy, a member of the Verkhovna Rada of Ukraine, stated that the Verkhovna Rada (parliament) of Ukraine has approved the agreement with the Council of Europe on the establishment of a special tribunal to prosecute Russian leaders for their crimes in the war in Ukraine.

This court will operate in The Hague according to international law and will be able to try the highest political and military leadership of Russia, including Putin even after his term ends. Cases can be tried in absentia. It is expected that the court will start working in 2026 after the approval procedures are completed in the participating countries and funding is provided.
