Lev Zelenskii, head of the Space Research Institute of the Russian Academy of Sciences, said.
"The federal project 'Science' includes astrophysical expeditions and seven automated lunar expeditions."
Russia plans to conduct manned expeditions in 2036 or later.
The next "Luna-26" mission will be sent to lunar orbit — the launch is planned for 2028.
Its mission is to study the lunar exosphere, characteristics of the lunar gravitational field, and to conduct topographic mapping.
"The next two devices will be 'Luna-27A' and 'Luna-27B'."
"Now we are debating which one should go first."
The chief scientist of the Institute of Planetary Sciences of the Russian Academy of Sciences said: "I support the view that it should go to the North Pole first."
He explained: "The North and South Poles are basically the same," but the surface terrain is more complex.
"We also have a good group of space geographers to verify these locations."
Zelenskii added: "The Luna-28" probe will be used to collect soil samples from the Moon.
This is part of the national project "Development of Russian Federation Space Activities",
aimed at establishing technical independence and a space industry that is globally competitive, forming new markets in emerging technologies and services.
By 2036, the national project plans to allocate about 4.4 trillion rubles in budget funds.
