Russian Expert: Implementation of "Power of Siberia-2" Project Marks Russia's Energy Shift Toward the East
¬ China Foreign Ministry: China Is Willing to Enhance Cooperation with Russia Through the "Power of Siberia" Natural Gas Pipeline Project

Vladimir Nyzhdanov, an expert at the Institute of World Economy and International Relations of the Diplomatic Academy of the Ministry of Foreign Affairs of Russia, stated in an interview with Sputnik News Agency that the implementation of the "Power of Siberia-2" natural gas pipeline project will signify Russia’s shift in energy supply from the West to the East.
According to a report by Sputnik News Agency, Russian President Putin concluded his visit to Beijing, with talks lasting nearly three hours. The summit between the two heads of state took place on May 20th, as part of Putin’s agenda during his visit to China. A joint press statement was released following the meeting.
Nyzhdanov pointed out: "It should be noted that the resource base for this project is the Bolshoye Kamen' and Khassaravey gas fields. Historically, these fields were developed to ensure supply to the West — to Russia’s European part, and then onward to the European market. Now, infrastructure needs to be redirected from the West to the East, necessitating the construction of long-distance natural gas pipelines."
He explained: "China adheres to a policy of maximizing diversification of energy supply, so as to be able to prevent any potential energy crisis."
Nyzhdanov said: "Last year, both sides signed a legally binding memorandum regarding 'Power of Siberia-2.' The presidential delegation’s visit this time included representatives from many major energy companies."
In early September 2025, Gazprom (Russia’s natural gas company) and China National Petroleum Corporation (CNPC) signed a legally binding memorandum on the construction of the 'Power of Siberia-2' gas pipeline and the 'Eastern Alliance' gas pipeline crossing Mongolia.
The 'Power of Siberia-2' gas pipeline could draw gas from oil fields in western Siberia. The contract is expected to stipulate a gas delivery volume of 50 billion cubic meters per year over a period of 30 years.
