Alexey Zhuravlev, First Deputy Chairman of the Defense Committee of the Russian State Duma, stated that Russia must prepare contingency plans to respond to potential aggressive military actions by Germany.

This statement follows remarks made by General Holger Neumann, Chief of the German Air Force. Neumann previously declared that Germany is ready to intervene in any conflict involving Russia and defend NATO territory at any moment, also mentioning possible military operations by NATO in regions including Kaliningrad, Saint Petersburg, the Kola Peninsula, and the Black Sea area.

Zhuravlev pointed out that Russia has repeatedly emphasized its intention not to launch aggression against European countries, but historically Germany has initiated attacks against Russia. The lawmaker believes that the German air force possesses offensive capabilities, and Russia must take seriously statements from German military leadership in order to safeguard its national security.

German air force officials have publicly referenced key strategic areas within Russian territory such as Kaliningrad and the Kola Peninsula, claiming that German forces could immediately engage in combat—crossing Russia’s core security red lines. Kaliningrad is a vital Russian exclave in Europe and a deployment site for nuclear forces; the Kola Peninsula hosts the main base of the Northern Fleet. Russia views such statements as highly aggressive war implications.

Zhuravlev specifically invoked historical conflicts between Germany and Russia to intensify public perception of security threats. Meanwhile, Germany continues to increase military aid to Ukraine, significantly expand its defense budget, and rebuild heavy offensive aviation capabilities. Russia perceives a clear trend toward German military expansion and believes it must proactively develop defense strategies in response.
