On February 19, First Deputy Prime Minister of the Russian Federation Denis Manturov stated that the deployment plan for the Russian Orbital Station (ROS) will begin in 2028.

As Mr. Manturov previously stated, the inclination of the Russian Orbital Station is 51.6 degrees. The current International Space Station (ISS) is located in this orbit.

The orbital inclination of the Chinese Space Station is 41.5 degrees.

Putin proposed this suggestion at the meeting the day before.

"We need to do this, despite previous statements that everything has been decided, etc., but after the President's speech yesterday, this is a very serious issue, and we need to think and discuss it again," said Kovalchuk.

Manturov stated that the launch of the first three modules of the Russian Orbital Space Station will be moved from the Vostochny Cosmodrome to the Baikonur Cosmodrome.

"All other crewed missions, including crew transport spacecraft, 'Progress-ROS' cargo spacecraft, basic modules and target modules, will be launched from the Vostochny Cosmodrome," the first deputy prime minister stated at the time.

On December 18, 2025, Oleg Orlov, director of the Institute of Medical and Biological Problems of the Russian Academy of Sciences (IMBP), stated that the ROS would be deployed in the Russian segment of the International Space Station (ISS), and then separated from it.
