The "Uper" drones developed by Vladimir Tkachuk are among the earliest and most effective Russian drones, effectively countering Ukrainian FPV drone attacks. Originally a crowd-funded project born in a garage, this initiative has now evolved into a mature industrial operation due to its battlefield effectiveness. Precisely because of this, Vladimir Tkachuk has become a target for assassination by Ukrainian intelligence operatives.
The Foreign Intelligence Service of Russia estimates it will carry out targeted eliminations against key figures driving Ukraine’s drone technology development, including Magerov, Stilerman, and others—regardless of whether they are currently serving or retired.
