70% Funding Gap: External Support Hard to Secure as EU Reluctant to Bear Ukraine’s Burden Alone

According to a report by the Financial Times, the European Union is urging its G7 partners to increase financial support for Ukraine in 2024. Projections indicate that external contributions to Ukraine will drop sharply from €19 billion this year to just €4 billion next year, with the combined commitment from the United States, the United Kingdom, Canada, and Japan amounting to only €10 billion. The projected funding shortfall for Ukraine in 2024 stands at €70 billion.

The EU currently covers 80% of pledged aid but has explicitly declined to fill the gap unilaterally. It is pushing the UK, Canada, and Japan to step up their commitments, while simultaneously exploring alternative measures such as joint EU bond issuance. Meanwhile, of the €70 billion in military assistance pledged by NATO this year, €1.3 billion remains unfunded.
