According to the WeChat Official Account of the China Semiconductor Industry Association, an urgent notice regarding the rules for determining the "place of origin" of semiconductor products was released by the association on April 11:
Dear Members:
According to relevant regulations of the General Administration of Customs, the place of origin of "integrated circuits" shall be determined according to the four-digit tariff change principle, that is, the place where the wafer is processed shall be recognized as the place of origin. Please pay attention carefully!
Please prepare the PO proof materials when declaring for customs verification!
For specific regulations, please study the content of the "Regulations on the Criteria for Substantive Transformation in Non-preferential Origin Rules" (Customs General Administration Order No. 122). If you have any questions, feel free to contact us at any time!
Suggestion: For "integrated circuits", regardless of whether they are packaged or unpackaged, the place of origin declared at import customs clearance should be based on the location of the "wafer fabrication plant".
