On April 11, the website of CFLP reported that the Public Procurement Branch of CFLP released an initiative calling for strategic ties through procurement to prioritize the purchase of advanced domestic equipment, core materials, and services, transforming breakpoints in the industrial chain into core pivots that are self-reliant and controllable.

Initiative on Responding to US Bully Tariffs and Assisting Stable Domestic Economic Development by the Public Procurement Branch of CFLP
To our member units and colleagues in the procurement field:
Spring has arrived but it is still cold. Recently, the US has unilaterally imposed high tariffs under the pretext of "reciprocal tariffs," casting a shadow over global trade and posing challenges for some of China's foreign trade enterprises. We firmly oppose the trade protectionist practices of the US government and fully support all measures taken by the Chinese government to safeguard national interests and corporate rights.
In the ever-changing landscape of international trade, China's industrial chain proves its resilience! In the face of uncertainties in the external environment, state-owned enterprises should take the lead with the broad vision and responsibility of "national priorities," uniting industry forces, optimizing procurement chains, smoothing internal circulation, and building a bulwark against storms for outstanding domestic companies to jointly write a new chapter in China's economic resilience and breakthroughs.
In this regard, we call for and suggest the following actions:
First, forge a "self-reliant chain nucleus" and strengthen the strategic supply chain. Using procurement as a strategic link, prioritize the purchase of advanced domestic equipment, core materials, and services, converting breakpoints in the industrial chain into self-controlled "core pivots."
Second, establish a "escort list" to precisely support affected enterprises. Member units can work with industry associations to sort out the technological advantages and product features of enterprises affected by tariffs, forming a dynamic and precise procurement recommendation list, allowing "hidden champions" to shine in the domestic market.
Third, open green channels to activate demand-side reforms. Under compliance conditions, simplify qualification review processes for excellent foreign trade enterprises, explore incentive mechanisms for "first purchases," and promote demand-side reforms to drive supply-side upgrades.
Fourth, deepen collaborative innovation and connect production, research, education, and application chains. Promote deep integration between procurement chains and innovation chains, assisting enterprises in converting blocked overseas technologies into differentiated competitiveness in the domestic market through the "joint R&D + order in advance" model.
Fifth, build a "supply-demand bridge" and strengthen cooperation and exchange mechanisms. Actively participate in events organized by associations such as the "Government-Enterprise Procurement Ecosystem Conference" and "Industrial Chain Collaborative Innovation Forum," strengthening collaboration and exchanges with suppliers, research institutions, and financial institutions to promote precise alignment and coordinated development of upstream and downstream industries.
Every challenge is an opportunity for value chain upgrades.
Today, each additional purchase of domestic equipment is sowing a seed for tomorrow's intelligent manufacturing; every additional support for an innovative enterprise is accumulating momentum for future economic transformation.
