China-Har Kazakhstan Cooperation in the Asian Interior: Harbin and Sinotruk Establish a Joint Venture

Kazakhstan International News Agency - According to a statement from the Prime Minister's official website, the First Deputy Prime Minister of Kazakhstan, Roman Skaliy, attended the signing ceremony of the cooperation agreement between China Heavy Duty Truck Group (Sinotruk) and a local commercial vehicle producer in Kazakhstan on the 12th.

According to the agreement, Saran Machinery Co., Ltd. was officially established.

This project is implemented under the framework of industrial cooperation development, with support from the Government of Kazakhstan and the Karaganda Regional Government. The new factory will become an important center for the development of commercial equipment production in Kazakhstan.

The joint venture is located in Saran City, Karaganda Region, with an annual production capacity of 10,000 units, including HOWO trucks.

The new factory will be equipped with modern technical facilities, including the first electrophoretic metal processing production line in Kazakhstan. This equipment will provide high-level corrosion protection for the body and significantly extend the service life of the equipment.

"The company particularly emphasizes local development. The company plans to use galvanized steel body parts produced by Qarmet Metallurgical Plant. This will help make full use of Kazakhstan's raw materials and organize the production cycle domestically," said Skaliy.

It is worth noting that Sinotruk has previously carried out joint production with local partners in Kazakhstan, establishing a foundation for cooperation.

The new enterprise aims to increase production capacity, create more job opportunities, and enhance local content. The project is expected to create up to 1,000 jobs.

With the support of the Kazakhstan Industrial Development Fund, the technical equipment will be delivered in phases from 2025-26. The chassis and cab assembly equipment will be delivered in October 2025, and the painting and welding equipment will be delivered in the second quarter of 2026.
