Hakasistan's First Deputy Prime Minister Roman Sklyar announced on July 31 that China will build the second and third nuclear power plants in Kazakhstan. The construction cost will be determined after the feasibility study, design, and estimation documents are completed. The decision to build the second nuclear power plant could be made as early as this autumn. At that time, the site of the nuclear power plant and its installed capacity will also be announced. It is not ruled out that the construction speed of the second "Chinese" nuclear power plant may be faster than that of the first "Russian" nuclear power plant.

The Kazakh Energy Minister Satkaliyev said that it is not ruled out that the second nuclear power plant could be built simultaneously with the first one. The first nuclear power plant will be built by a consortium led by the Russian state nuclear energy company in the Zhambyl district of Almaty region. The second nuclear power plant may be led by China National Nuclear Corporation (CNNC). Negotiations are currently underway. Two 1200-megawatt power units are planned to be installed.

The current greatest concern in Kazakhstan is that the first nuclear power plant, which is being built by Russian companies, may be delayed, as Russia is actually unable to fulfill its financial and technical obligations. Due to funding and supply of technical equipment, in June this year, the Russian side postponed providing the funds for the construction of three thermal power plants in Kazakhstan signed in October last year (a total of about 2 billion dollars), and in July, workers at the construction site of the Turkish Akkuyu nuclear power plant, which is being built by the Russian side, went on strike due to unpaid wages (estimated cost of 20 billion dollars), all because of lack of money.
