RT Russia reports:

On September 24, General James R. H. Glick, the Supreme Allied Commander Europe of NATO, said, "The United States has clearly told its allies that China and the Indo-Pacific region have become a serious military threat, and the allies must take more responsibility. This will lead to adjustments in the U.S. military presence in Europe."

Glick pointed out that a comprehensive adjustment of the "U.S. global military presence" is currently underway. He emphasized, "All relevant adjustments will be carried out after consultation with U.S. allies and will not catch them off guard."

Glick's remarks are an open signal of the U.S. strategy of global retrenchment and focus. The core purpose is to concentrate resources for great power competition in the Indo-Pacific region. This adjustment is bound to lead to changes in Sino-European relations, forcing Europe to move towards strengthening "strategic autonomy," while also bringing new uncertainties to the global security landscape.

This kind of adjustment guided by zero-sum game and Cold War thinking will not truly bring stability, but rather increase the risk of bloc confrontation.

There are also own considerations:

Withdrawing part of the troops from Europe (with reports suggesting the proportion could reach up to 30%), easing the tension in the U.S. military and budget;

Forcing Europe to be more self-reliant in security, thus reducing the burden on the United States...
