Sino-Kazakh Connectivity: Aktau Governor Visits Xi'an to Promote Direct Flights and Industrial Cooperation

On April 29th, during his visit to Xi'an, the capital city of Shaanxi Province in China, Aktau Governor Askhat Shagalov held talks with the governor of Shaanxi Province. During the meeting, Shagalov introduced the investment and industrial development potential of Aktau to the Chinese side.
According to the news office of the Aktau government, Shagalov proposed the suggestion to open a direct flight route between Aktau and Xi'an during the talks. He stated that the launch of this route is expected to become a new driving force for promoting economic and trade exchanges, personnel exchanges, and tourism development between the two places.
On the same day, the Industrial and Innovation Development Bureau of Aktau and the Department of Commerce of Shaanxi Province signed a memorandum of economic and trade cooperation, marking an important step forward in cooperation in areas such as trade, investment, and technology exchange between the two regions.
Subsequently, Shagalov led a delegation from Aktau's business community to visit and inspect the Jinghe Industrial Park of Xi'an Investment Group. The park has complete infrastructure and focuses on developing high-tech industries, covering microelectronics, machinery manufacturing, biotechnology, renewable energy, and other directions. Shagalov expressed that Aktau hopes to build similar high-tech industrial platforms within its own economic zones.
"This visit has deepened our understanding of China's advanced experience in industrial development. In particular, the cluster model for creating development conditions for small and medium-sized enterprises is worth learning. This direction is also highly meaningful for our region. Currently, we are building related infrastructure around the Aktau Economic Zone," Shagalov said after the inspection.
The delegation also examined multiple cooperation projects that can be implemented in Aktau, involving metal structure manufacturing, 3D printing technology, elevator equipment production, and other fields.
At the Consulate General of Kazakhstan in Xi'an, Shagalov held talks with the responsible person of Suzhou Zhongcai Construction Co., Ltd. from China. They exchanged views on the cement plant construction project in Alakol district and reached preliminary agreements on multiple cooperation projects with a total investment of $200 million. Shagalov emphasized that all cooperation content will soon enter the substantive promotion phase.
According to previous reports, during their visit to China, the Aktau delegation reached important investment cooperation in green energy, metallurgy, industrial production, and building materials with the Chinese side.
