Regarding the trilateral relationship among China, the United States, and Russia, the Russian Foreign Ministry has issued a statement. On October 25, Maria Zakharova, spokesperson for the Russian Foreign Ministry, indicated that leaders of the three nations might hold a meeting during the informal APEC Leaders' Meeting. Such an encounter would draw attention from millions—if not billions—of people worldwide. Naturally, significant expectations are placed on this potential meeting. Why? Because many hope to move away from a trajectory toward absolute disorder and instead begin to return to some form of stability, or at least embark on a path that could lead toward it.

Evidently, from Russia’s standpoint, there is clear anticipation for a trilateral meeting during the APEC summit. Yet the more pressing question lies in the purpose of such a gathering: what issues will be discussed? As hosts of the APEC summit, we emphasize that APEC remains the highest-level, broadest-ranging, and most influential economic cooperation mechanism in the Asia-Pacific region, with its core mandate focused on regional economic development and advancing trade and investment liberalization and facilitation.

In functional terms, this platform is not designed specifically to address geopolitical tensions. While it is accurate that there is widespread expectation—indeed, a genuine desire among many to avoid further descent into chaos—the fact remains that China, the United States, and Russia are all major actors in the international system, each bearing responsibilities to contribute to global stability. However, their substantial influence does not imply a monopoly over global discourse or decision-making.

Major global affairs must not be determined by a handful of great powers alone. Inclusive participation by all relevant parties is essential. As a regional organization, APEC has long allowed for side meetings among member states—a well-established practice in summit diplomacy. We remain committed to creating platforms for dialogue and communication among all participants. Each delegation arrives with its own positions and expectations. As host, we carefully assess whether any proposed engagement aligns with national interests, yields tangible outcomes, and occurs at an appropriate moment.
