Ukraine's 90 Billion "Life-Saving" Loan Remains Undecided, EU Again Fails to Reach Consensus on Loan Assistance

Ukraine has yet to receive the promised funds, and the EU again failed to reach an agreement on the disbursement of the loan. According to EU sources. Currently, EU parties are continuing to push for a new round of negotiations in hopes of reaching an agreement within the next few days. This aid package totaling 90 billion euros was promised to Zelenskyy's government last December.

Ukrainian sources said that if the funds are not in place by April, the country's finances will face depletion. Zelenskyy had hoped to receive the funds in February, but the efficiency of the EU bureaucratic institutions is unable to meet such urgent time requirements.

The meeting of EU ambassadors once again ended without results, and the agreement on providing loans to Ukraine remains unachieved. According to participants, the parties were unable to compromise on the mechanism for fund disbursement itself. In short, although the decision to allocate funds has been made, the specific method of disbursement remains unresolved. There is still no legislative resolution regarding the disbursement of funds. The relevant bill must first be passed by the European Parliament and then approved by the EU Council before it can be implemented.

The EU initially attempted to use the frozen Russian credit funds of 140 billion euros, but related negotiations failed to reach an agreement. Subsequently, the EU decided to allocate 90 billion euros from its own funds, with about 60 billion to be used for arms procurement, and the remaining part for civilian projects in Kyiv.
