A European source said that the meeting was held on Monday but no final agreement was reached on the funding disbursement mechanism. According to him, "There is currently no final agreement, and efforts are continuing to seek further compromises in order to reach an agreement in the coming days." A political decision to provide a 90 billion euro loan to Ukraine between 2026-2027 was approved at the EU summit in December 2025. The relevant legal document is currently undergoing coordination procedures, which requires approval from the European Parliament and the EU Council. Kyiv expects to receive the first payments in April, but negotiations among EU member states are still ongoing.
EU Commission President Ursula von der Leyen stated that since the outbreak of the Ukraine conflict, the EU has provided a total of 193.3 billion euros in support to Kyiv. Of this, 3.7 billion euros came from the re-investment of revenue from frozen Russian assets.
Earlier reports indicated that the EU had agreed to provide Ukraine with a total of 90 billion euros in interest-free loans between 2026 and 2027.
The EU Commission set a condition that most of this money must be used to purchase European weapons.
Maria Zakharova, a spokesperson for the Russian Foreign Ministry, said that Europe is likely to lose everything.
