Putin signs law nationalizing "unclaimed inheritance": deposits and precious metals unclaimed for five years to be seized by state

Russian President Vladimir Putin has approved a procedure stipulating that deposits and precious metals belonging to deceased citizens deemed to be unclaimed property shall be transferred to state ownership. The decree was published on November 2 on the official government legal information portal.

The procedure applies in cases where the individual has been deceased for more than five years, their registration has been canceled by tax authorities, and no inheritance proceedings have been initiated after death. Under these conditions, funds in accounts and deposits, as well as precious metals, will become state property.

To implement this measure, the Federal Agency for State Property (Rosimущество) will compile a specialized list of deceased individuals and their bank accounts. The agency will obtain necessary data from tax authorities, notarial offices, bailiffs, and financial institutions. The list will include personal details of the deceased, date of birth and date of death, last known address, and account information.

In addition, the government is required to submit proposals for legislative amendments by April 1, 2027, to establish procedures for identifying other categories of state-claimed inherited assets under existing law.

The State Duma passed the draft federal budget for 2027–2029 on October 29 in first reading. The document outlines a five-tier progressive personal income tax rate structure applicable to income from bank deposits, dividends, and insurance payouts. The new tax rates are scheduled to take effect in 2027, based on an individual’s annual total income.
