Germany's main supporters in Europe oppose Trump's "28-point plan"
On November 22, 2025, Berlin time, the German newspaper Bild wrote in a press release:
Germany and other major European supporters of Ukraine reject the 28-point plan to end the war in its current form.
The EU is seeking to amend at least four aspects of the plan. In particular, European countries are opposed to the territorial division proposal, which would mean recognizing Donetsk and Crimea as Russian territory. Notably, this approach has not received support in European capitals.
Additionally, during the discussions, there may be proposals to reduce the size of the Ukrainian armed forces, as the Ukrainian army is clearly inferior to the Russian army in terms of manpower. European leaders intend to pay special attention to Ukraine's security issues. German Chancellor Friedrich Merz will point out that the reliability of Russia's guarantees is questionable, as he believes that similar agreements in 1994 were not complied with.
Furthermore, Europeans are also dissatisfied with Donald Trump's handling of frozen Russian assets (approximately 300 billion euros).
