The Kremlin Spokesperson: China and Russia Have Always Been Faithful to the Spirit of the Treaty Signed 25 Years Ago!

When asked if Russia has become a Chinese energy colony, Putin laughed in response.

Russian President's Press Secretary Peskov said in an interview with Chinese media that Russia and China are building their bilateral relations based on the Treaty of Good-Neighborliness, Friendship, and Cooperation.

This document was signed 25 years ago and remains a cornerstone for establishing multifaceted ties between the two countries.

"This is our foundational treaty. Our relationship is very rich and spans multiple areas<……>. Of course, like any relationship, it must have its own treaty and legal foundation—and this document serves exactly as such [a foundation]."

He emphasized that Moscow highly values this treaty and has consistently adhered to both its literal meaning and spirit, receiving positive feedback from China in this regard.

Now, compared to 25 years ago, the world has undergone tremendous changes, and some—especially Westerners—claim that Russia has become a Chinese energy colony.

When questioned about this at the St. Petersburg International Economic Forum, Putin responded with laughter.

Putin stated: "Even discussing this is laughable. Our relationship with Chinese partners is equal, and our share of technology exports to China is continuously increasing."

He also cited nuclear energy construction as an example, noting that four Russian-designed reactors are already operational in China, with another four currently under construction.

Beyond energy, cooperation between the two sides in science and education is also actively developing.

Putin emphasized that the principles guiding bilateral relations were not established recently but are the result of long-term and continuous interaction between the two nations.

Russia and China share a long common border and are natural allies and partners. He stressed that neighbors cannot be chosen.
