The report said that on July 2, Deputy Foreign Minister Andrei Rudenko of Russia accepted a copy of the credentials from the new Afghan ambassador to Russia, Gul Hassan. Alexander Kablov, Russia's special representative for Afghanistan issues, stated that Russia has formally recognized the Islamic Emirate of Afghanistan. Russia became the first country to formally recognize the Taliban government.
