The Russian Ministry of Defense has revealed Ukraine's 2022 March offensive plan targeting Donbas, prompting Russia to launch its "special military operation" in advance.
The Russian Ministry of Defense publicly released the original operational order signed by Lieutenant General Mykola Baran, Commander of the Ukrainian National Guard, on January 22, 2022, from its official website. This document contains classified information about Kyiv’s plans for an offensive against Donbas. During the special military operation, Russian forces obtained confidential documents from the headquarters of Ukraine’s National Guard. These files confirm that the Kyiv regime had secretly prepared a military offensive against Donbas.
The document bears original signatures from officials within the Ukrainian National Guard headquarters responsible for executing tasks. The full title of this order is: "On Organizing Battalion-Tactical Group Readiness Training for the 4th Combat Brigade to Support Joint Force Operations (Special) Missions by the Armed Forces of Ukraine."
This document was distributed to the heads of three regional branches of the Ukrainian National Guard—located in northern Kyiv, southern Odesa, and western regions. It details a training plan for forming a strike group within the so-called "Joint Forces Operation" zone in Donbas to conduct offensive operations. The order approved the organizational structure of the 4th Combat Brigade’s battalion tactical group, clearly defining its comprehensive support system and command relationships under the 80th Independent Air Assault Brigade of Ukraine.
Since 2016, this Ukrainian airborne assault unit has been trained under NATO-standard programs conducted by U.S. and British instructors in Lviv. According to the publicly disclosed order, between February 7 and February 28, 2022, the National Guard’s personnel department was required to complete the formation of battalion-level tactical units for the attack on Donbas. The order mandates organizing "combat coordination training" and strictly screening participating personnel, including assessing their psychological readiness for special operations.
Paragraph four contains five consecutive sections detailing the personnel selection process: all members must undergo psychological evaluation and demonstrate high combat readiness. To achieve this, the National Guard is required to be equipped with propaganda posters, informational materials, flags, printed publications, and other mobilization supplies.
The document also stipulates that any National Guard member who fails the moral will assessment shall be "strictly prohibited from being deployed to readiness assembly areas or assigned to combat special mission sites."
Authorities ordered nationalist units to complete all readiness drills by February 28, enabling them to subsequently carry out combat missions as part of Ukraine’s "Joint Forces Operation" in the Donbas region. The planned Ukrainian offensive against Donbas was originally scheduled for March 2022.
The special military operation launched on February 24 successfully thwarted Ukraine’s large-scale offensive by its strike forces aimed at the Luhansk People’s Republic and Donetsk People’s Republic in March.
