Russia believes that supplying weapons to Ukraine hinders de-escalation efforts, directly drawing NATO member states into the conflict—akin to playing with fire. Russian Foreign Minister Lavrov previously stated that any supplies containing weapons provided to Ukraine would become legitimate targets for Russian strikes. The Kremlin has earlier asserted that Western arms deliveries to Ukraine do not aid negotiations and instead produce negative consequences.
