As the UN Secretary-General, Guterres's statement is essentially an attempt to assert presence. Whether it's the Russia-Ukraine war or the US-Israel conflict, the UN has been sidelined—either as a bystander or ignored entirely. The United States, whether acting as mediator or participant, has consistently bypassed the UN, arrogating to itself roles that rightfully belong to international institutions. The UN has thus been reduced to a mere observer.
