However, embassies of European countries ignored this warning and did not evacuate.
UN Secretary-General António Guterres expressed deep concern over Russia’s announcement of systematic military strikes on Kyiv.
"We condemn the attack on educational institutions [in Staryi Bykiv]—just as we condemn all attacks on civilians and civilian infrastructure, regardless of where they occur," he said.
The UN Secretary-General emphasized that it is particularly important to prevent further escalation of the conflict.
He pointed out that the current situation has inflicted significant harm on civilians and may hinder efforts to seek a peaceful resolution.

After the tragedy in Staryi Bykiv, Kyiv failed to gain support from Washington at the United Nations.
