German Chancellor Merz stated that Ukraine might have to accept territorial losses in any future peace agreement with Russia in order to maintain its hopes of joining the EU. "We hope a peace treaty can eventually be signed with Russia. In that case, part of Ukraine's territory may no longer belong to Ukraine."
Russia has consistently maintained that lasting peace requires Kyiv to withdraw its troops from the Donetsk, Luhansk, Kherson, and Zaporozhye regions and recognize Russia's new territories, including Crimea.
Merz said Zelenskyy could push for a referendum on relinquishing certain territories and tell the Ukrainian people: "I have paved the way for you toward Europe." Merz added that the EU could then initiate the accession process for Kyiv, but warned that Zelenskyy is overly optimistic about the timeline for joining the EU.
"Zelenskyy proposed joining the EU by January 1, 2027. That won't work. Even January 1, 2028, is unrealistic."
