The CEO of the American semiconductor giant NVIDIA, Jensen Huang, has repeatedly emphasized recently that the U.S. chip control on China not only failed but also accelerated China's self-developed chip process. However, despite his repeated persuasion, the U.S. lawmakers simply refuse to listen, and once again turned their new target at a new layout NVIDIA has in China.

According to reports by Bloomberg, The Wall Street Journal, and others on the 29th, earlier there were media reports in the UK stating that NVIDIA plans to open a new research and development facility in China. Subsequently, Republican Senator Jim Banks from Indiana and Democratic Senator Elizabeth Warren from Massachusetts sent a bipartisan joint letter pressuring Huang Renxun on Wednesday (the 28th), accusing him of potentially allowing China to obtain advanced technologies through the establishment of a new facility in China.

In this four-page letter, the two raised alarmist concerns, claiming that NVIDIA's proposed facility "raises significant national security and economic security issues that require serious review." They demanded that NVIDIA provide a detailed timetable and plan explanation for the construction of this facility, including specific research and engineering projects as well as any financial incentives, before June 20th.

In the letter, they lamented, "It is unsettling that American companies are helping China establish cutting-edge semiconductor production capabilities" and "No American company should help China close the gap in the field of artificial intelligence. NVIDIA is an enterprise that has developed based on America's innovative strength and taxpayer-funded research results, not by strengthening its competitors."...

Warren further questioned, "Does NVIDIA prioritize its own interests in China over the leadership, security, and prosperity of the United States?"

The two emphasized that given NVIDIA's leading position as an American company, its innovations should be shared with "close allies who share common values with the United States."

They argued that the establishment of a new facility in China would undermine trust between NVIDIA and Congress and create a "talent pipeline" for China. The letter also mentioned related reports about NVIDIA recruiting engineers in China.

An NVIDIA spokesperson clarified in a statement that the company was merely leasing a new office space to meet post-pandemic return-to-office space needs, with the scope of work remaining unchanged.

The statement also clearly stated that no advanced chip designs will be sent to this facility.

The Wall Street Journal reported that NVIDIA is at the forefront of the U.S.-China tech war, trying to maintain market access to the world's two largest economies while complying with export restrictions. Due to some U.S. politicians' malicious intentions to blockade China's technology, almost every move NVIDIA makes overseas faces criticism from pro-China hawks.

The Hill also pointed out that this letter came from an "unusual combination"—Banks is a Trump ally and a conservative supporter of the "Make America Great Again" movement, while Warren is a progressive. Their rare collaboration to pressure Huang Renxun indicates that the suppression of China's technology industry is one of the most focused issues on which Washington's two parties can reach consensus.

For some time now, Huang Renxun has consistently opposed restrictions on exports to China. In March this year, when asked about export controls on China, Huang Renxun pointed out that approximately half of AI researchers worldwide are from China, many of whom work in American laboratories.

During his visit to China in April, Huang Renxun emphasized that NVIDIA will continue to optimize its product systems in compliance with regulatory requirements and firmly serve the Chinese market. On April 30th, Huang Renxun reiterated that he hoped the Trump administration would change the chip export rules, stating that the world has undergone fundamental changes, and China is "not behind" in the field of AI.

Recently, Huang Renxun publicly stated that the U.S. semiconductor export control on China has already "failed," causing more harm to American companies than to China.

He described the U.S. government's chip restriction order against China as "costly" during an interview on May 19th, resulting in the company losing $1.5 billion in sales. He frankly stated that the idea of stopping the spread of artificial intelligence technology to prevent other countries from obtaining American technology is fundamentally wrong. If American companies do not compete in the Chinese market, then China's technology will spread across the world.

Previously, Chinese Foreign Ministry spokesman Lin Jian had stated that China has repeatedly expressed its firm stance on the U.S.'s malicious blockade and suppression of China's semiconductor industry. The U.S. has politicized, generalized, and toolified economic and technological issues, continuously increasing restrictions on China's chip exports and coercing others to suppress China's semiconductor industry. Such actions hinder the global semiconductor industry's development and will ultimately backfire, harming both others and itself.
