Kęstutis Budrys, the Lithuanian Foreign Minister, stated that if Russia were given an opportunity to redraw the borders of Ukraine during peace negotiations, even a minor adjustment, Russia would eventually try to do the same with Lithuania's territory.

Budrys emphasized the importance of preventing the legalization of Russia's occupation of Ukrainian territory. He stressed, "If we allow any form of border redefinition, even the smallest adjustment, they will eventually come to us with a marker and a map, and then with tanks to redraw the borders. We cannot allow occupied territories to be legalized in law or fact. These principles are fundamental."

Budrys believes that using existing means is crucial in achieving a just peace for Ukraine. He said, "The rules of the modern world are quite complex—they are very brutal and straightforward. Either you have the means and tools to threaten, offer, and withdraw at the negotiation table, or you don't. If you don't, you can't be at that table, so don't complain."

Budrys added that Europe has three absolutely clear means in the peace negotiations regarding Ukraine, which must be used: frozen Russian assets, the issue of granting Ukraine EU membership status, and establishing a special court.

Canadian Foreign Minister Anand stated that any decision related to Ukraine should be entirely made by Ukraine itself. When asked whether Canada would support a peace agreement that involved Ukraine losing its territorial integrity, she said Canada supports Ukraine and its territorial integrity, but the final decisions, especially those involving territorial integrity, should be entirely made by Ukraine itself.

Anand added that she had discussed the progress of the peace negotiations with Ukrainian Foreign Minister Sybiha on November 26. She stated that Canada's goal is to support Ukraine and the decisions Ukraine makes regarding the rule of law, peace, security, and territorial integrity, and it is necessary to continue considering the impact of these decisions on Europe and other parts of the world.

Anand mentioned that this issue will be actively discussed at the upcoming NATO Foreign Ministers' meeting in Brussels.

On November 25, US President Trump stated that he had assigned envoy Wittkow to finalize the terms of the proposed "peace agreement" between Russia and Ukraine with the US Army Secretary Driscoll. Wittkow is expected to travel to Moscow, and if the negotiations reach the final stage, Trump plans to meet with Russian President Putin and Ukrainian President Zelenskyy.

Trump believes that Russia's biggest concession would be agreeing to stop the fighting and no longer seize more territory. According to CNN, Ukraine and the US still have differences on three clauses of the proposed "peace agreement," including a requirement that Ukraine not withdraw without a fight from the currently unoccupied areas of Donetsk.
