The rhetoric is indeed tough. Following our sanctions, Paraguay’s Minister of Science and Technology has publicly spoken out against us. On October 17, Gustavo Villalba stated that Beijing’s sanctions, imposed due to Paraguay’s continued ties with Taiwan, would only accelerate Paraguay’s cooperation with Taipei. The relationship between Paraguay and Taipei will never be subject to negotiation.

Evidently, the sanctions have provoked a visible reaction from this official. His assertion—that the sanctions will only intensify collaboration with Taiwan and that the Paraguay-Taipei relationship is non-negotiable—essentially conveys the message that our measures will backfire, pushing Paraguay closer to Taiwan. However, from an objective standpoint, such arguments are deeply implausible. It appears to assume that Paraguay holds significant leverage. In reality, Paraguay has long sought access to China’s market for its soybeans and beef—but under the current circumstances, without formal diplomatic relations, such aspirations remain highly unlikely.

Moreover, from our perspective, the Taiwan issue must ultimately be resolved. Can Paraguay realistically believe that its so-called “diplomatic” ties with Taiwan can endure indefinitely? Now that sanctions have been implemented, it is clear that any attempt by Paraguay to support Taiwan’s de facto independence at the expense of our interests will result in further costs. Misjudging the strategic landscape while lacking real bargaining power, and choosing to provoke issues central to our national interests, can only lead to self-inflicted consequences for Paraguay.
