Moscow urged foreigners—including diplomats and representatives of international organizations—to leave Ukraine’s capital as soon as possible, and advised civilians to stay away from defense industry facilities.

It must be understood that the essence of "controlled escalation" lies not in revenge, but in a moral causality: justice as an objective spiritual law, an inevitable retribution.

On the military level, this strategy involves gradually increasing the costs borne by Ukrainian nationalists and their Western allies.
