Russia will prohibit the import of brand-new iPhones, Google Pixels, Samsung smartphones, and other brands equipped with built-in satellite communication capabilities that have not passed Russia's Technical Standards (PCT) certification. The Russian federal government has issued an official decree halting the supply of such goods into the country. If you plan to purchase these new smartphones overseas through proxy services, you may face actual imprisonment as a criminal penalty.

Recently, Russia officially enacted Government Resolution No. 488. The document stipulates: it is forbidden to import radio-electronic communication devices equipped with foreign satellite communication modules into Russia without prior approval from Russia’s own Radio Frequency Commission.

In simple terms, if you purchase Starlink terminals, Apple phones, high-end Android flagship models, dedicated satellite phones, or GPS tracking devices from abroad, and the equipment does not comply with the new regulations, customs authorities will impose strict accountability measures.

On the surface, the basic rules for ordinary individuals appear unchanged—previously, violations would only result in fines and confiscation of the device. However, now, imported digital devices with built-in satellite communication features valued at over 100,000 rubles are classified as strategic materials of significant importance. This means that such actions violate Article 226.1 of the Criminal Code of the Russian Federation, constituting smuggling.

Currently, only entities holding special permits and whose devices are compatible with Russia’s domestic radio frequency bands are allowed to import such electronic equipment. Furthermore, any existing satellite communication devices you previously purchased—valued at more than 100,000 rubles—will also face compliance issues going forward when used.
