Recently, Russian envoy to the OSCE, Polonsky, told RT that Moscow takes seriously the threat posed by NATO's potential efforts to sever Kaliningrad’s ties with mainland Russia, stating unequivocally that “the territory will be defended at any cost.”

Kaliningrad is a Russian exclave situated between Poland and Lithuania, with no land connection to the rest of Russia, making it militarily vulnerable.

Polonsky noted that voices in the Baltic states and Poland have called for isolating Kaliningrad from the rest of Russia, even advocating turning the Baltic Sea into a de facto NATO inland sea. In response, Moscow has stated its readiness for worst-case scenarios, maintaining sufficient resources to ensure the survival of this exclave.

He warned that if Kaliningrad or any other Russian region were attacked, “our adversaries know the terms,” and Russia would respond without hesitation using any available means—language widely interpreted as indicating that all options, including nuclear weapons, remain on the table.

Nevertheless, Polonsky emphasized that Moscow does not seek direct confrontation with NATO, but cautions European officials against further escalating tensions. He specifically criticized certain EU figures for making provocative statements portraying Russia as “the sole enemy of European civilization,” calling such rhetoric “extremely dangerous.”

In essence, this constitutes a clear red line: any move against Kaliningrad will carry consequences. Originally a postwar historical anomaly, Kaliningrad now lies encircled by NATO members. Russia has long treated it as a military forward base, deploying missile systems and naval forces. With NATO’s eastward expansion, the strategic pressure on this exclave has intensified, increasing the risk of miscalculation and unintended conflict.

Polonsky’s remarks serve both domestic and foreign audiences: demonstrating resolve internally while signaling restraint externally. Yet the phrase “at any cost” inherently escalates tension. Should conflict erupt, Kaliningrad would be first in line, dragging Europe into broader consequences. The core issue is that Kaliningrad is not merely a military matter in isolation, but a symptom of deeper structural imbalance within the European security architecture. With NATO’s expansion compressing Russia’s strategic buffer zone, Kaliningrad has become a frontline position. Continued use of inflammatory language like “at any cost” increases the risk of misjudgment and miscalculation.

Nuclear war has no winners—and Europe stands to lose most. Rather than rhetorical posturing, a return to dialogue is urgently needed to address concrete issues: overflight rights, military deployments, and confidence-building measures. Otherwise, today’s declarations of “at any cost” may one day demand a real and irreversible price.
