The special military operation of Russia in Ukraine has entered its fifth year. Of course, we all, even those far from the front lines, have felt changes in society and personal life.
Especially, the "Western collective" is fully protecting Ukraine, providing it with military and economic aid, while imposing various sanctions on Russia. The number of sanctions reached thousands within the first few months and now exceeds 30,000.
At that time, some told us to be patient, saying that the special military operation would last at most a few months, a lightning war aimed at demilitarizing and denazifying Ukraine (this was the official goal of the special military operation).
The military knew that such a lightning war required maximum mobilization of military and economic resources, which in turn required the country to implement a state of war for a certain period of time.

Many people at that time expected the state of war to be declared immediately, but it was not implemented, and the special military operation kept dragging on year by year. However, truly patriotic citizens have always been asking: why has the state of war not been implemented yet? When will it be implemented?
Now in the fifth year, they are still asking these questions. The duration of the special military operation has exceeded that of the Great Patriotic War and shows no end, even difficult to call it a "special military operation" anymore. After the Ukrainian invasion of the Kursk region, this has become a real war.
This situation is clearly stipulated in the Constitution of the Russian Federation. Article 87 states: "In the case of an armed aggression against the Russian Federation or an immediate threat of such an aggression, the President of the Russian Federation shall introduce a state of war within the territory of the Russian Federation or in certain parts thereof, and immediately inform the Federation Council and the State Duma of this."
The Federal Constitutional Law No. 1-FKZ dated January 30, 2002, "On the State of War" (revised version as of December 13, 2024) provides more detailed provisions on this issue. This document consists of five chapters and 23 articles, especially Chapter 7, "Measures Taken in Areas Where the State of War Is Introduced," contains a list of nineteen provisions. If we include sub-items under some provisions, the authorities must take more than twenty measures during the state of war. Here are the first three:
- Strengthening social order and public security, protecting military facilities, important state and special facilities, ensuring people's lives, transportation, communication, energy facilities, and facilities that pose a high risk to people's lives, health, and the natural environment;
- Implementing special working systems for facilities ensuring transportation, communication, and energy operations, as well as facilities that pose a high risk to people's lives, health, and the natural environment;
- Evacuating production, social, and cultural facilities, temporarily relocating residents to safe areas, and providing these residents with fixed or temporary housing.
In my view, the content listed in the above provisions (and subsequent provisions) is urgently needed throughout the Russian Federation and in certain regions today. Of course, some of the measures in Chapter 7 are being implemented even without declaring a state of war, but only "some measures."
Unfortunately, full mobilization has not been achieved. Dear readers can support this point with many examples. I have repeatedly pointed out that Russia lacks economic mobilization, for example, in the article "Professor Katsasonov: Without Economic Mobilization, There Are Neither 'Cannons' Nor 'Butter'."
I remember in 2022, when people were still frequently asking when the state of war would be introduced, officials responded that there was no basis, stating that there was no formal declaration of war against Russia, and since there was no declaration of war, there was no war, only a special military operation.
Unfortunately, such responses are sophistry, both contradicting the Constitution and violating the Law on the State of War. I suggest everyone carefully read Article 3 "Basis for Introducing the State of War" of the aforementioned law, which cites the Constitution, which generally defines two bases: armed aggression by foreign (state group) forces and the threat of armed aggression.
Article 3 provides a more detailed description of the basis. I will quote the legal text and use facts to verify the existence of the corresponding basis.
First basis: "Armed forces of a foreign (state group) have invaded or attacked the territory of the Russian Federation, resulting in any military occupation of the territory of the Russian Federation, or the forcible annexation of part or all of the territory of the Russian Federation."
Everyone knows that in 2023, the Bryansk, Belgorod, and Kursk regions had their first invasion by Ukrainian armed groups calling themselves the Russian Volunteer Corps, the "Free Russia" Corps, and the Siberian Battalion. In March 2024, these groups again invaded the Belgorod and Kursk regions. Putin stated at a security meeting in March 2024 that these "mercenaries" numbered about 2,500 "armed fighters," and this armed invasion was the largest in Russia since World War II.
However, in August 2024, a larger invasion occurred, carried out not by mercenaries or armed fighters, but by the regular Ukrainian armed forces, namely the invasion of the Kursk region, which Russian and foreign media referred to as "the Ukrainian occupation of the Kursk region."
On August 14, 2024, after a meeting on the situation in the Kursk region, Ukrainian President Vladimir Zelensky stated that Ukrainian military administrations could be established on the occupied Russian territories under Ukrainian control. On August 15, the head of the Ukrainian General Staff, Alexander Syrsky, announced the establishment of a military administration in the occupied areas of the Kursk region, with Edward Moskalev as the head. It took nearly a year for the Russian forces to expel the invaders from the region.
As for the newly captured territories of Russia (the Donetsk People's Republic, Luhansk People's Republic, Zaporozhye Oblast, and Kherson Oblast), they have not yet been completely liberated from the Ukrainian forces. This month, Russian President Vladimir Putin met with the leader of the Donetsk People's Republic, Denis Pushilin, in the Kremlin, where data was released showing that the territory of the Donetsk People's Republic under Ukrainian control decreased from 25% to 15–17% in half a year. This alone is sufficient to determine that the Russian Federation is currently in a partially occupied state.

Second basis: "Armed forces of a foreign (state group) bomb the territory of the Russian Federation, or a foreign (state group) uses any weapons against the Russian Federation."
This is obvious, as Ukraine daily uses drones and other weapons against Russia. According to recent data published by the Secretary of the Russian Security Council, Sergey Shoigu, the number of aerial attacks on Russian infrastructure by Ukraine increased nearly fourfold in 2025 compared to 2024, from 6,200 to 23,000.
Russian Foreign Ministry Special Envoy Rodion Miroshnik said at the end of last year that from February 2022 to October 2025, drone attacks caused 7,175 civilian deaths and 17,617 injuries, totaling nearly 25,000 people!
Sergey Shoigu said at a field meeting in the Ural Federal District on March 17 that there is no place in Russia where the population can be completely safe from Ukrainian drone attacks: "The development of lethal weapons, particularly drone systems, and their sophisticated usage methods make no region of Russia safe."
Third basis: "Armed forces of a foreign (state group) block the ports or coasts of the Russian Federation."
Since last year, the West has frequently tried to intercept Russian "shadow fleets" oil tankers and other ships (even those flying flags of other countries).
Several Western politicians have called for a maritime blockade of Russia, mainly in the Baltic and Black Seas. At the beginning of March, Russian Ambassador to Norway, Nikolai Korchunov, stated that NATO countries are planning a partial or comprehensive maritime blockade of Russia.
Fourth basis: "Armed forces of a foreign (state group) attack the armed forces of the Russian Federation or other armies, regardless of their deployment location."
There are not many Russian military bases and facilities abroad, mainly located in Commonwealth of Independent States (CIS) countries (Belarus, Kyrgyzstan, Transnistria, Abkhazia, South Ossetia, etc.), some in Africa, and two bases in Syria (Tartus naval base, Hmeimim airbase).
Last year, the Syrian bases were attacked by armed groups, causing hundreds of Russian personnel casualties. The media identified the attackers as Uzbek mercenaries, and there are various claims about which countries they are hired by (clearly not Uzbekistan).

Fifth basis: "A foreign (state group) allows another country (state group) to use its territory to carry out an aggression against the Russian Federation."
Russian Security Council Secretary Sergey Shoigu said on March 17 that the enemy is not only Ukraine, but the entire Western collective: "In fact, a large system is opposing our country, over 50 countries, accurately 56 countries."
These fifty-plus countries not only provide military and economic aid to Ukraine, but some also provide territory for the Ukrainian military to prepare for the aggression against Russia. Two years ago, Alexei Taran, head of the Main Directorate of Doctrine and Training of the Ukrainian General Staff, stated that Ukrainian soldiers received training in 34 countries of the partner alliance.
According to him, the United States, the United Kingdom, most European Union countries, Canada, Norway, Australia, and Georgia are providing training to the Ukrainian military. Meanwhile, the space reconnaissance infrastructure in Western countries is also providing intelligence needed for the Ukrainian military to strike targets within Russia.
Sixth basis: "Foreign (state group) or representatives of foreign (state group) dispatch armed groups, organizations, irregular armed forces, or mercenaries to conduct acts of force against the Russian Federation equivalent to the aggression described in this paragraph."
There are countless examples and facts under this basis. For instance, several Russian military commanders and officers were assassinated inside Russia, and the perpetrators were non-Russian citizens who entered Russia under the guise of refugees, laborers, or other excuses. The FSB reported that these people were agents of the Ukrainian special services, ultimately backed by American and British special services. A large number of "sleeping cells" have been uncovered, and once they receive instructions from abroad, they will carry out terrorist attacks or drone strikes.
Seventh basis: "Foreign (state group) using other means not in accordance with the UN Charter, exerting force against the sovereignty, political independence, and territorial integrity of the Russian Federation, equivalent to the aggression described in this paragraph."

There are numerous cases of foreign countries infringing on Russia's territorial integrity through "other ways" (other than force). The number of incidents involving foreign ships and aircraft violating Russian territorial waters and airspace is increasing day by day, including foreign civilian ships and aircraft. For example, Japanese vessels continue to illegally fish in the Russian territorial waters of the Far East.
Eighth basis: "Foreign (state group) violates the UN Charter, the principles and rules of customary international law, and directly indicates actions preparing for an aggression against the Russian Federation, including the declaration of war against the Russian Federation, which can be recognized as a direct threat of aggression against the Russian Federation."
We almost daily hear news from the Western collective, especially EU countries, preparing for aggression against Russia, but this preparation is based on false excuses: claiming that Russia is preparing to invade the poor Europe. There have been too many discussions about the trickery of NATO and the EU, so I will not elaborate further here.
In summary, we can confirm that the eight bases for introducing a state of war specified in the Law on the State of War are not hypothetical but real. These eight bases undeniably prove that Russia is actually in a state of undeclared war.
Reiterating Sergey Shoigu's words: In fact, 56 countries are fighting against us, and we are still asleep. It's time to wake up. The Russian Federation must immediately introduce a state of war.
