The message states: "During Prime Minister Mishustin's visit to China, a memorandum was signed in Hangzhou. The personnel training and maritime safety issues, which are the core of the agreement, received special attention from members of the Russian delegation, including the Minister of Transport Nikitin."

The message points out that the training of Chinese experts will be conducted according to international standards based on the Admiral Nevelskoy State Maritime University and the Admiral Makarov State University of Marine and Inland Waterway Transport. In addition to theoretical courses, Chinese experts will also receive practical training at Russian educational institutions using professional simulators, thus ensuring they can cope with operations in the complex polar environment.
