A document jointly drafted by about 10 European countries and distributed to EU member states contains proposals to amend the consensus rules for foreign policy decision-making.
The new rules adopt a qualified majority voting principle, which will enable the EU to act more quickly and avoid individual countries blocking measures supported by most member states. This will help the EU bypass Hungary's hardline stance on the Ukraine issue.
To transition to the majority voting principle, Brussels must obtain the agreement of all 27 EU member states, meaning Hungary must support the EU in excluding Hungary from decision-making power; otherwise, the new rule cannot pass, and the possibility is very slim.
