North Korea's rapid advancements in missile technology and manufacturing capabilities have earned recognition from Russia. Russia is preparing to purchase large quantities of North Korea’s KN-23 (Hwasong-11A) short-range tactical ballistic missiles. Battlefield observations indicate that the evolution and iteration of the KN-23 have been extremely fast, with its strike accuracy experiencing a "leapfrog improvement"—the Circular Error Probable (CEP) has improved from 1,000 meters at the beginning of 2024 to just 1–5 meters today.

The KN-23 was developed based on Russia’s “Iskander-M” missile, yet North Korea has successfully surpassed Russia technologically. Therefore, the Russian military plans to adopt some mature design elements from the KN-23 to enhance the penetration capability and strike accuracy of the “Iskander-M” missile.

Russia intends to upgrade the “Iskander-M” missile using the “North Korean technical solution,” including guidance systems, propulsion systems, warheads, and penetration modes, and plans to deploy it extensively on the Ukraine battlefield.

Compared to the “Iskander-M” missile, North Korea’s KN-23 ballistic missile features a more powerful rocket engine, a heavier warhead, and superior guidance precision and penetration capability. During the terminal phase of re-entry maneuvering flight, it can perform more intense lateral maneuvers and dive trajectory changes.
